Many people search for “CBD oil with the highest THC” in Ireland, usually hoping to find the strongest product they can legally buy. The honest answer is that there is no legal high-THC CBD oil in Ireland. This guide explains why, debunks the most common myth, sets out the risks of THC products, and shows you what “strong” actually means for a legal CBD oil.
The short answer
- THC is a controlled drug in Ireland. Food products containing THC at any level are treated as controlled drugs.

Why THC is not allowed in Irish CBD products
THC (tetrahydrocannabinol) is the compound in cannabis that causes a high. It is controlled under the Misuse of Drugs Act 1977. The Food Safety Authority of Ireland states that food products containing THC at any level are classed as controlled drugs, with one narrow exception: hemp seed products, which have strict EU limits on THC traces.

The 0.2% THC myth
You will see it on websites everywhere: “CBD oil is legal in Ireland if it has less than 0.2% THC.” It is not true. The 0.2% figure, raised to 0.3% in 2023, comes from EU farm rules. It decides which hemp varieties can be grown and qualify for farm payments. It has never set a legal limit for THC in finished products sold in Ireland.
To put it in perspective, 0.3% THC is 3,000mg per kg, while the EU limit for hemp seeds is 3mg per kg, a thousand times lower. A website relying on the 0.2% rule is telling you something about its approach to compliance.
“Full plant” and whole-hemp oils
Some CBD oils are made with whole-plant hemp extracts, which keep the plant’s other compounds, often including small amounts of THC. In some countries these are accepted. In Ireland, because there is no tolerance for THC in food, they are the riskiest type of CBD product. If you are buying in Ireland, choose a THC-free extract confirmed by a lab report.
The risks of high-THC products
- It is illegal. Buying, possessing or importing THC products can lead to prosecution.
- Unknown strength. Illegal products are not tested; seized products have been found to contain far more THC than labelled.
- Drug tests. Garda roadside tests and workplace tests look for THC. A positive drug-driving test can mean a driving ban.
- Side effects. THC can cause anxiety, paranoia, a racing heart and impaired coordination, particularly in edibles, which take longer to kick in.
- Semi-synthetic alternatives. Products sold as HHC, THCP or Delta-8 are not safe “legal” substitutes. HHC was made a Schedule 1 controlled drug in Ireland in July 2025, and the HSE has warned about products like these.
Why do people search for high-THC CBD oil?
Usually for one of three reasons. Some people assume THC is what makes CBD “work”, which is not the case: CBD has its own effects and does not need THC. Some have read that whole-plant products are “better”, which is a marketing claim rather than an established fact. And some are simply looking for the strongest product they can get. If that is you, the answer is a higher-strength CBD oil, not THC.
Choosing a stronger CBD oil
If you already use CBD and want more per drop, move up a strength rather than taking lots of drops of a weaker oil. Five drops of our 20% oil gives about the same CBD as ten drops of the 10% oil. What “strong” means for a legal CBD oil
The strength of a CBD oil is the amount of CBD it contains, usually shown as a percentage or as total mg in the bottle:

A higher percentage simply means more CBD per drop, so you need fewer drops for the same amount. It does not mean a different kind of effect, and it never means more THC.
How to check a CBD oil for THC
- Find the lab report (certificate of analysis) for the batch, usually on the product page.
- Check that the batch number matches your bottle.
- Look at the THC result: it should say “not detected” or “below LOQ” (limit of quantification).
- Check the report comes from an independent laboratory.
- If there is no lab report, do not buy it.
Medical cannabis in Ireland
If you are interested in THC because of a medical condition, the place to start is your GP or consultant, not a website. Ireland’s Medical Cannabis Access Programme allows prescription cannabis-based products for a small number of specific conditions, through a consultant, and the Minister for Health can grant individual licences in other cases.
