Last updated: September 2026. The short answer: no CBD bud (also called CBD flower or hemp flower) is not legal to sell or possess in Ireland. Hemp flower naturally contains THC, the compound in cannabis that causes a high, and in Ireland any product containing THC at any level is treated as a controlled drug. It does not matter how “low” the THC is, or that the same flower is sold openly in some other EU countries. If you want to try CBD in Ireland, look at lab-tested products like CBD oils and gummies instead, and always check the lab report for THC. More on that below. What is CBD bud? CBD bud is the dried flower of hemp plants bred to be high in CBD (cannabidiol) and low in THC. It looks and smells like cannabis, and it is usually smoked or vaporised. CBD is one of more than 100 cannabinoids found in the cannabis plant, and it does not cause a high on its own. Why CBD flower is not legal in Ireland Ireland’s Misuse of Drugs Act 1977 controls THC. According to the Food Safety Authority of Ireland (FSAI), there is no legal tolerance for THC in products in Ireland, apart from strictly limited hemp seed products. Growing any cannabis plant in Ireland, including hemp or “CBD strains”, needs a licence under the Misuse of Drugs Act, and licensed growers can only grow approved industrial hemp varieties. HHC, THCP and other “legal high” alternatives As governments have cracked down on CBD flower, some sellers have started offering flower or vapes sprayed with semi-synthetic compounds such as HHC, THCP or Delta-8 THC, often sold as a “legal” alternative to cannabis. They are not. These compounds are made in a lab, they can produce a strong high, they are not approved foods, and several have been brought under drug laws across Europe.
